If you have Vista, you are already using it
Probably yes to learn to use it prior to getting Vista
Probably no if it is causing lots of difficulty with your PC
How do I get it?
It was downloaded as a recent MS Update
You can download it from MS website http://tinyurl.com/38m4oj or order a CD
To make it your default: Tools> Internet Options> Programs tab> click Make Default button (if disabled, means that IE 7 is already your default)
If
you checkmark the option "Tell me if Internet Explorer is not the
default web browser", then every time you start Internet Explorer, you
will encounter the following dialog if it is not set as the default browser.

What is tabbed browsing?
Allows you to open multiple websites in a single browser window
You can open Web pages on new tabs, and switch between them by clicking the tab
If you have multiple tabs open, you can use Quick Tabs to easily switch to other tabs.
Example: instead of starting another site, you can put it in a different tab
Fewer items open on the taskbar
How do I open a new tab?
Click the New Tab button on the tab row or press CTRL+T then type second address
When you follow a link on a webpage, press CTRL as you click the link or right-click the link and then click Open in New Tab
If you have a mouse with a wheel, you can click a link with the wheel to open a new tab.
How do I close a tab?
Click the X on current tab or Ctrl-W
Other than the current tab: right click on it then select Close from menu
With many open and want to close all except one: right click on the one that you want to remain then select Close Other Tabs from menu
How do I open a group of tabs that I've saved?
Click the Favorites Center button and then click the folder that you want to open. Click the arrow to the right of the folder name . All of the webpages will open on separate tabs.
How do I open links in Tabs and leave current page?
(Usually when you click on a link on a page, the destination page will appear)
Click the link and depress the Ctrl key or right click on the link and select Open in New Tab from menu.
Usually when you type a new URL into the address bar and hit Enter, the new URL will replace the page in the current tab. If instead you want the new URL to go into a new tab, hit Alt-Enter instead.
How do I turn off the tabs?
Tools button: click Internet Options; click General tab; click Settings in Tabs section; uncheck Enable Tabbed Browsing; click OK twice; close IE then reopen.
How do I change how pop-ups are displayed
Internet Explorer> click Tools button> Internet Options> Click General tab, and then, in the Tabs section, click Settings> make a selection in the When a pop-up is encountered section> click OK twice.
How do I get multiple home pages?
Navigate to the site you desire to add> click drop down arrow next to Home icon> select Add or Change Home Page> select Add the webpage/s to your home page tabs.
How do I remove Homepages?
Home icon> select Remove (you can remove individual homepages or remove all)
